Rent a mini bus 14+ seats

Dear SIR
we planned go to travel on 13/2/19 - 21/2/19. We have 12 peoples (need 1 car seat for a child). We already has our own driver with public international license. We arrive and departure at NGO airport. Our arrive time at 14:10(13/2/19) and departure at 21:10 (21/2/19). So can we rent a mini bus 18 seats for our own without driver. We are family traveller. If you allow us to rent. We need to know about cost per day and whole cost to pay you for 9days(13/2/19 - 21/2/19) and any expenses.

Googling the rental car companies in Japan would be a start. If they don't have 14 seat buses. They will point you in the right direction or suggest two 8 seater mini vans.

If OP has someone who may drive a bus since 14+ is a bus in Japan.
One question I cannot answer is that even if you are allowed to drive a middle or large car/bus in your home country it is also allowed in Japan with a IDP.
Maybe renting 2 mini vans is best option and less complex, this is also for parking etc
