I am permanent residence of japan with re-entry permit of 5 years. And i am travelling to japan after 4.5 years with re-entry permit still valid. so i booked the ticket to tokyo from kathmandu with connection in mumbai but I was offloaded in mumbai by ANA because they said that japan rules have changed, you should travel to japan within one year and i was sent back to kathmandu. Can anybody help me with this?

Sounds like ANA's mistake, but nobody here can help you with that. You need to contact them.

I guess you have applied for a special re-entry permit which is maximum validity period of a re-entry permit is 5 years. This called Special Re-entry Permit as to be applied at immigration inspector upon departure. This is the form you need to fill in at the airport

Maybe they made a mistake or you do not have the correct re-entry

I think your passport has a seal of the permit. it shows the date.
