Most cardinal tetra are sold about 1 1/2cm -2 1/2cm, they will rarely reach 4 cm, expect about 3cm and most of the big ones are usually for their display tank.
Which countries are you from, they are not illegal to take out of Japan, but you need to apply from a export license.
