But I have seen Chinese staff members working behind the application counter in Shinagara Immigration Bureau. Maybe that was when there were many Chinese speaking applicants. That made me wonder at the time too - they seemed to have some name cards/badges with dispatching company's name on it. Yes, I believe they were.
Still the ad I found (link above) is for translators/interpreters at some of the immigration offices, for limited number of languages, so I thought it could be relevant to the OP.
