How does tax works for payments from Japan?

Hi,
My question is about international taxes between Japan and the USA.
I want to offer freelance translation and digital marketing services to a Japanese public entity, but I am based outside Japan (in the USA).
How would their payment be affected by Japanese taxes and more specifically the "reverse charge mechanism" (リバースチャージ方式)?
The fee they would pay is less than 1 million yen.
Would this be fee taxable or not taxable (不課税) in Japan?
