Hi, I'm planning to stay 30 & 31st December in kyoto and 1st & 2nd January in osaka. Is osaka castle can be seen from outside on those days? And how about Arshiyama and Fushi Inari taisha Shrine on 30 & 31st December?

Osaka castle can be seen up close from the outside. It is in a park open 24 hours a day.
Arashiyama (bamboo grove and bridge) are public access and open all the time. Temple and monkey, you would need to check their website for holiday opening hours.
Fushimi Inari is open 24 hours a day. And will probably have something special on NYE.
