Asakusabashi to Hitachi Seaside Park

Hi everyone,
I am planning to go to Hitachi Seaside Park. I will be coming from Asakusabashi station. I am purchasing a JR East Nagano pass since I will be going to Nagano as well.
In Hyperdia, I am considering this route to get to Hitachi Park: from Asakusabashi station take Toei Subway to Nishi-Magome station > get off at Shimbashi station > transfer to JR Joban Line for Katsuta > get off at Katsuta station.
Question: Is the ride on the JR Joban Line for Katsuta (2,270 yen unreserved seat) covered by JR East Nagano Pass?

Isn't Asakusabashi served by a local JR train? I would go Asakusabashi - Akihabara - Ueno then the JR Joban line. That would all be JR trains.
I believe the red Kochia season is over now.
