You'd need to check with the school you are applying with. Usually the school applies on your behalf after completing their acceptance process, meaning processing your school enrolment application and confirming payment of tuition.
Considering the long time the immigration has been taking with applications lately, I would say the schools would have closed taking in new applications by now.
