Dependant COE processing time

Hi
My husband applied for my dependent Coe in September... itfs almost 9 wks now n still waiting.. my question is that is it possible that the Coe application gets rejected after this long without even asking for any requirements as there was a fellow on this blog who said that his Coe was rejected after 4 months of applying 😔
