I am 19 yrs old and I know how to speak in Japanese language but I dont know how to write in kanji and read in kanji, is it possible that my mother can help me fill the infos when I renew my passport in Japan?

why not ?
she can fill the form, but you have to write your signature by yourself. I think you don't need to write it in Japanese.
