Can one go up with the Shin-Kobe ropeway and then use from there some public transportation option to go to the Arima Onsen area and come down using ropeway via Mt. Rocco?

Unfortunately there are no roads from Shin-Kobe ropeway mountain top, as you can see on the googlemaps. I think the most practical route should be going back to Shin-Kobe (Hokushin Kyuko) station and then transit at Tanigami to Arima onsen. It will take about 30 min 740 yen from Shin-Kobe.
