I usually buy them in a jar from a store, but I checked few Japanese recipe web sites and looks like it can be made at home easily.
Cut dry nori into small pieces and dissolve them in small amount of boiling water. Add seasonings (soy sauce, mirin, sugar, dashi, etc.) to your taste and simmer until most liquid is evaporated.
