If you're especially interested in package design there are a few places in Tokyo that might be worth checking out. - Tobacco and Salt Museum has a huge collection of cigarette packages spanning many decades - Ginza Graphics Gallery often has shows relating to package design - Ad Museum Tokyo has thousands of Japanese ads spanning hundreds of years, and you can get an idea of how package design has changed over the years You can find them all listed here, along with design shops and other places of design-related interest: https://whereintokyo.com/dbinx/arch.html
