According to light pollution maps: https://darksitefinder.com/maps/world.html#11/43.2655/-217.5719Anything south of Kanayama Station is as good as it gets. The ShintoKuyama area as well seems dark. Other than that, basically find a park, or lookout area away from the main town. Light pollution is pretty severe in Japan in general. Good luck finding true darkness without hiking deep into the Hokkaido mountains
