Photoshop? The Fuji looks irrealistically huge for any place from Tokyo. Yes, you can see Fuji from Tokyo but this seems to be taken from much, much closer.

lol, yes defs photoshop. Fuji in that picture is about the same proportion as you'd see at Kawaguchiko

A massive telephoto lens can compress far-away objects into a photo making them appear closer, as in this case. It is the work of long focal length. I'm sure you can get an idea of where it may have been shot from if you draw a line from Fujisan with the TMG building and the Mode Gakuen Cocoon Tower in such a way they are in a straight line. There are photos of planes taking off from Haneda that show Fujisan as if it were in the back yard....those are shot from Chiba Prefecture with a super long focal length.

I played with google map and obtained the following result. Based on it, I'm convinced that the referenced picture is a real perspective from somewhere in Tokyo (I do not know where) with right equipment and perfect weather, of course. I'm sure the photo was enhanced (sharpness/contrast/color/etc. adjusted) using some software. I would have assumed somewhere in Shinjuku looking back across the park and towards west Shinjuku as I get similar views from within Shinjuku National Gardens (without Fuji from ground level). But, the comments above relating to lenses and the observation deck across near Tokyo Dome also makes sense.
