Dates for Otaru Snow Light Path Festival 2020

I'm currently planning a 2020 trip to Japan for the Winter Festivals, but don't want to start booking anything until I've got all the dates for the various festivals all sorted. It doesn't look like the Otaru Snow Light Path 2020 dates have been announced yet, and I was wondering if anyone might have an idea on when they tend to announce them (or even better, if anyone already knows them). Failing that, if I plan for visiting on the 9th of Feb, am I pretty safe?

From calculating historical trends, I'm guessing 7th–16th, but I'd really like concrete dates. Anyone know any contact info for the festival organisers and I can try to find out directly?
