I don't think that the garden will be open on May 19 anymore. In case it is, then you could buy the tickets at the garden entrance.

The exact opening dates seem to depend on the blooming state and does not seem to be decided yet. All the rest can be found out here:

By that time, your chances of seeing anything worthwhile are near zero.
I suggest you make alternative plans.
May is typically the season for roses, and there is one excellent rose garden at Kayoicho Park in Kasuya, near Fukuoka. The Nanzoin Temple is also close by and a must see.

With things starting earlier than average this year (and maybe every year from now on), you might be able to see some hydrangea starting as well. A very good place is the Yutoku Inari Shrine in Kyushu. Still mostly ignored by the tourist mobs and an excellent place to visit.

The Oguni Kosumosu Mura in Saga also has some mid-May marigolds.
