I know to do Tateyama Kurobe Alpine Route costs an additional 9800 yen. What is the least expensive JR Pass to buy in order to add on this option?

There are many regional passes which you can look through on https://www.japan-guide.com/e/e2357.htmlBut if you don't give your whole itinerary, it's impossible to say which, if any, would save you any money. It might be that no pass will work for you. The rail passes are not a guaranteed money saver - it's all up to where you are going, and for how long.

Why buy two passes so you can save 2200 yen?
The 9800 pass is a saving of around 2200 yen over buying full price tickets for the whole route.
Not worth doubling up on passes. As any 15000+ yen pass is much more than 2200 yen.
