Find somewhere around Central Tokyo that fits your budget? If i were to suggest, perhaps some hotels near Shimbashi Station, prices are lower compare to say Tokyo or Shinjuku areas.
As for Disney, Tokyo Station to Maihama Station is just 15 mins on the Keiyo Line.

Shinagawa Station area is very convenient for Haneda arrival - only one train ride without any transfer. From there, going to Tokyo Station is one train ride, where you transfer onto Keiyo Line to go to Disney area. So, either near Shinagawa station or Tokyo Station would be the most convenient. There are more options for going to Narita, including buses. From Tokyo Station, you can take a direct bus to Narita for 1000 yen which is very reasonable.

Have you checked out any of the hotels on Odaiba?
And were all the hotels at Tokyo Disney area too expensive or just the Disney hotels (Ambassador/Disneyland Hotel/MiraCosta)? I've seen some really decent prices at the Hilton Tokyo Bay and the Sheraton Grande. You don't say whether your group includes children, but both hotels have a more generous child policy than many hotels in Japan and very large rooms.
I would also make sure your group of 8 was optimized for the best prices. If you're specifically trying to find a room for 8 adults to share you're only going to get hugely expensive suites.
I personally am not overly fond of the transfer between most lines into Tokyo Station to the Keiyo line. Outside the shinkansen, it's a decent sized walk, particularly to the NEX. (which I've done)
Good luck!

Hi all. Thanks for your advice We got 5 adult and 3 children ( aged as 1,3,6) . I got some enquiry for hotel booking for child as well. They always indicate free below elementary . What's the guidline for elementary? Cos in our country those who went for primary 1 aged at 7. Oftenly some hotel indicate under 6 yrs old. How about aged at 6 at that year? Do we need to pay for the child?

You fly in one airport, go to Disney and fly out another airport and cost is an issue. Then stay somewhere cheap out of the central city. The transport system gets you to/from all three places. Stay somewhere near a Keiyo line, not that it matters much with how easy it is to get on/off trains and make a simple transfer.
Here's a suggestion, stay at Nishi-Funabashi : - one transfer when arriving from Haneda Airport - 11 minutes to Maihama (Disney) - one transfer and less than a 1,000 yen to Narita Airport
Good quality hotels well under 10,000 yen/night.

Hi!
It depends on the specific hotel. Mine is 8 right now and just finished 3rd grade. Some hotels she is another adult, some she is free if there are 2 adults staying in the room already, some she is free without children's amenities, and some she is even still free. It just depends. I've seen all 4 options just in booking my current trip. The Tokyo Disney official hotels tend to let children be free until they are 12, which is relatively generous for Japan. They also frequently have 3 beds. Did you looks specifically at the Disney Hotel Celebration owned by Disney? I think it's like 15,000 yen a night, I believe all your children are free, you get a free cot for the baby, and nearly all rooms come with 3 beds. I looked at it for my upcoming Disney trip, but decided to pay more and do the Ambassador Hotel instead.
I would definitely look at the Hilton and Sheraton as well. I've heard good things about the Sunroute as well in terms of price and # of beds in a room.
I've heard good things about the Hotel Sardonyx near Hatchobori. Someone on the DisBoards recommended it for Disney excursions. It's about 15 minutes walk from Tokyo Station, so if you're on a super tight budget you can take one of the discount shuttle buses to Narita.
Good luck!

Keep in mind the transportation fee between your hotel and Disneyland. For example, even if you stay as close as Nishi-Funabashi, you still need to pay 220 yen one way for your train fee, which adds up to 3520 yen per day per adult.
Meanwhile there are hotels within walking distance to Disneyland, that provide campaign rates as low as 7700 yen per room depending on the date.

Hotels near Nishifunabashi station are 3 "love hotel"s and a capsule hotel. Those hotels are not adequate to families with kids.
Train service between Nishifunabashi and Maihama (in front of Disney Land) is not so frequent (2 or 3 an hour) and terribly congested. I am a local resident.

If hotels near Disney seem too expensive, you may find reasonably priced hotels in Shin-urayasu, Urayasu, Ichikawashiohama or Kaihinmakuhari.
Shin-urayasu is next station from Maihama(=TDL). Shin-urayasu area is a well planned new town district with some hotels as well as shops and restaurants for local residents.
Urayasu station area is a messy but convenient Japanese town. It is not far from TDL by bus or taxi.
Ichikawashiohama, 6 min train ride from Maihama(=TDL), is a station in a warehouse and factory district. There are a few very reasonably priced new hotels for Disney visitors and business people.
Kaihinmakuhari is 20 min train ride from Maihama(=TDL). It is a huge business city district with office buildings, a large exhibition center, shopping malls and many hotels. Limousine bus connects hotels in Kaihinmakuhari area and Narita airport in 40 minutes.
I am a local resident, so I know the area but don't know about the rooms and the service of the hotels. Sorry.
