Yes, see above link for routes included in pass. I did it a couple of years ago.....you can't take the shinkansen from Kyoto to Shin-Osaka - I think I used the Haruka....

Sonobe to Fukuchiyama sector is not covered. Local train will cost Y970 while Limited Express Kinosaki / Limited Express Hashidate will cost additional Y970 for unreserved seat.

Re: JR-West passes for Fukuchiyama 2019/6/22 01:51
The JR routes
Kyoto -- Nijo -- Fukuchiyama
and Shin-Osaka -- Osaka -- Amagasaki -- Fukuchiyama
are only partly covered by JR-West Sanyo-San'in Area Pass.
https://www.westjr.co.jp/global/en/ticket/pass/sanyo_sanin/

The section Kyoto -- Nijo -- Sonobe is covered.
The section Sonobe -- Fukuchiyama is not covered.
The amount of your additional payment
for your Limited Express Kinosaki or Hashidate train ride
without seat reservation
is 1940 yen
(Basic fare: 970 yen; Limited Express surcharge: 970 yen).

The section
Shin-Osaka -- Osaka -- Amagasaki -- Sasayamaguchi
is covered.
The section Sasayamaguchi -- Fukuchiyama is not covered.
The amount of your additional payment
for your Limited Express Konotori train ride
without seat reservation
is 1490 yen
(Basic fare: 840 yen; Limited Express surcharge: 650 yen).

For your train rides without seat reservation,
the both routes are fully covered
by the following three JR-West passes.
: Kansai WIDE Area Pass
https://www.westjr.co.jp/global/en/ticket/pass/kansai_wide/
: Kansai-Hokuriku Area Pass
https://www.westjr.co.jp/global/en/ticket/pass/kansai_hokuriku/
: Kansai-Hiroshima Area Pass
https://www.westjr.co.jp/global/en/ticket/pass/kansai_hiroshima/

One major difference
between the former pass and the latter three passes is,
for your Shinkansen or conventional Limited Express train ride
with your seat reserved,
while the former Sanyo-San'in Area Pass
covers the necessary fees,
the latter passes
do not cover the Shinkansen or Limited Express surcharge
(1290 to 1690 yen for Kyoto -- Fukuchiyama)
(1720 to 2120 yen for Shin-Osaka or Osaka -- Fukuchiyama).

Note: Shinkansen trains and Limited Express Haruka trains
run via Shin-Osaka Station but not via Osaka Station.
