Route bus fare and car rental in Ishigaki

Hi, would like to ask about the route bus fare in Ishigaki island (Operator is 東バス), as we cant find the information on their website.
1) Ishigaki airport to Tamatorizaki Observatory
2) Tamatorizaki Observatory to Azuma Bus Terminal
For 2), based on the fixed route of Bus 6, do we need to get off the bus when the bus reaches the airport as an interval?
By the way, which IC card(s) work(s) on buses in Ishigaki?
We do not intend to rent a car at the airport but will rent one when we are in the city area.
We heard that many car rental agencies in the city area do not rent cars to those who are holding International driving license. Is this true?

Just get a 1,000 yen day pass for the two trips.
No need to get off at the airport.
No IC cards.
