Can JCB gift certificate be used for bills?

We got some from our housing agency here in Okinawa and wondering if we could use them for utilities at the family mart.

I got gift certificate to buy books from Local book shop.Give it a try.

Ok, so I asked at the Family Mart if the gift certificates could be used for paying utility bills. I don't understand Japanese but what I did understand was that she was trying to show me where it probably said that it couldn't be used for certain things. So answer is No to pay bills. I had tried using my translate app but the print on the back was so light and small that it wouldn't pick any of it up:( Anyway hope this helps anyone else that may have the same question.
