Public transport in Noboribetsu

So I'm going from the Sapporo airport too Noboribetsu,
I wonder what's the best place to stay in because on the next day I'm planning to go to Toya lake (I know there is a bus twice a day) and from there to Sapporo city (Oh I hope there are lockers in Toya station)
I just wonder what public transport to use

Some hotels provide free pick-up for staying guest from the New Chitose airport, some hotels also provide free shuttles from Toyako to Sapporo
