I want to stay in Japan for one month and go back to Australia for a month and back again to japan for a month and so on can I travel to Japan by myself at 16 with out an adult or guardian as well as book an apartment or hotel or something like that

Apartment no.

Hotel yes but with crevat. You may get denied by some hotels. Creating a lot of uncetainy in you plan. Locals are very wary of runaways in rural areas. And police can be very strict on unacompanied minors in big cities due to the runaway issues

Why not just complete a normal kid lify eg school etc etc. And when 18yo, travel freely without issue???
