Is the Narita Express running between Tokyo and that AP this evening (9/9/19) or will it be affected by typhoon?
How can I get information about the schedule during the typhoon?

Narita Express services no. 1 to 34 are cancelled, so the first service you can take is no. 35, leaving Tokyo station at 15:03.

It is, but can be difficult to find if you don't know where to look. I'd bet good money that you'd be unable to find the service status of, say, regular JR trains (not N'EX) on the route to Narita, so please tone it down.
