Reach Narita airport today (9/9)?

Hi everyone, we need to go to Narita Airport for a flight, but it seems all connections have been cancelled: trains are up to my knowledge all canceled for the entire day, and JR busses cannot arrive either because of a damage on the highway.
Is there any way to make it with public transport? If not, would a taxi work?

As mentioned elsewhere, Keisei services on the "Sky Access line", including the Skyliner, are now running. Expect crowds and delays, however.
