Expressway Plans vs Tolls 2019/9/12 05:49
Just wondering what the concensus is on this. I'm renting a car in Hokkaido and driving around the island. Is it cheaper to pay tolls individually generally, or with the Expressway Plan + ETC card?

You do not have to use toll roads. I have driven in Hokkaido several times, visiting many places, from Hakodate to Wakkanai, from cape Kamui to Nemuro to Shiretoko National Park, never once I needed to use toll road. The national roads in Hokkaido are safe and good.

How long are you there for? The distances are quite long, and the toll roads can help with the haul from A to B.

I've driven around extensively on the Hokkaido roads in December and January during two different trips, always used the local roads which I found very good (even in lots of snow) and pretty direct. I guess it is because the roads system is relative new as Hokkaido was opened up much later so you do not have those roads that go everywhere but forward :-)

I like to stop at a michi-no-eki and sample the local delights; you don't have that on the motorways.
