The general phrase for saying gwelcomeh in Japanese is gyokosoh (often spelled this way, but the pronunciation is with a long gyoh, so it might be closer to gyoukosoh).
If I want to say gwelcome to Tokyo,h it would be gyoukoso Tokyo e.h
A sales clerk/staff at a shop would say girasshaimaseh to welcome/invite guests into their shops/premises though.

Hi, "Irasshai" is "Irasshaimase"'s short version. "Irasshaimase" sounds more polite and sophisticated, whereas, "Irasshai" sounds more friendly. We use these two words depending on the atmosphere of the restaurants.
