Having been a guest at multiple U.S. bases in Japan numerous times, I can say that the regulations of who can sign in guests varies from installation to installation, and can also change depending on what the current political/security situation is. Like John B says, your best bet would be to check with the Yokota PMO (essentially the base police force) or, better still, have your dependent friend ask them.
