Hello, I will be driving from Higashiyama Onsen to Fukuroda Falls then on to Hitachi in Ibaraki in February 2020. I googles the route and in both sections it stated in certain part " restricted usage road. The distance is short . I wonder what exactly it means..does it mean the road will be closed in winter in certain time? My google map link: https://www.google.com.my/maps/dir/Shinjuku+West+Exit,+1+Chome-1+Nishi...CAN ANY ONE HELP TO INTERPRET? AS PER GOOGLE NON OF THE SECTION SEEMS TO BE CLOSED IN WINTER. THANK YOU
