Travel from Tobu Nikko to Tochigi Station is it covered under Nikko Pass all area ?Yes, it is. Generally the pass does not allow you to get on and off between the Nikko area and Asakusa, but Tochigi Station (and Tokyo Skytree Station) are the two exceptions where you are allowed to make a stop-over.
