So, like a dumbass, I entered my PIN code wrong 3 times and the card is now blocked, yadda yadda yadda. I phoned the bank (Santander UK) and they said I have to unlock it at the machine, but I'm not too sure how that works? Is that possible in Japan? Do ATMS have cip services? Please help.

ATM here in Japan are not related to your bank.
On the website of Santander UK it is mentioned you can unlock your card by going to other services.
This is only possible with the Santander UK ATM. Did you inform you are abroad?
