Japans pension and unemployment systems work very differently to Australias.

To put it super simple. In Japan they are like insurances. You or your employer put a little money in each week and if you need it. You claim for it.

Japan doesnt hand out big coin to the dole bluggers like Australia does.

Unemployment benefits in Japan work like car or workers compensation in Australia.

You and/or your employer paid a little premium each month. And if you become unemployed, you make a claim to receive benefits for up to six months, or until you find a job.

The benefits in Japan are no where near as generous as in Australia.

Wikipedia has a very good write up about the scheme.

I want to add one thing. In Australia, age 16-20 can claim this allowance.
Those are actively looking for full time job or work for Dole or voluntary work. Those aged 16-24 and studying or undertaking an apprenticeship full time.Their income and assets tests apply. Those age 21 or over fall under the newstart scheme, introduced in 1989 to help those on unemployment benefit for more than 12 months.
