No law that restricts hitchhiking,
but many drivers don't think positively abt foreign tourists hitchhiking except Hokkaido and Okinawa.
Also many cars those have Green and Black based colored license plate are often prohibited by company rules.

Camping in urban areas is basically not allowed. (at parks, unmanned/closed rail/bus stations, etc.)

Especially next summer, Tokyo Olympics 2020 will be held, so patrols for safe have already been strengthened.
