Will be in Kyoto for 8 days and realised it is a period that many shops in the city will be closed. I would like take two days off the schedule to let my 11 yr old daughter to ski. She is a beginner who ski once. I would prefer somewhere that we can put up a night and wake up the next morning to see the snow.

many shops Some shops - usually smaller Mom&Pop stores. Most stores and restaurants will be open. 1st Jan is on of the busiest shopping days of the year.
As for snow, there is a resort area in Shiga/Gifu, but because it is a holiday time of year getting accommodation will be difficult - all the other skiers will have booked months ago. Examples are resorts like Okuibuki Ski and Snowboard Resort or Ibi Kogen Ski Resort.
