You need to either purchase the voucher online or at a JR East station that sells/exchanges them. You cannot get a JR East pass at a JR West station. They are separate companies.

北海道&東日本パス is not a tourist pass and does not work with a "voucher".

1. It can only be purchased from JR East or JR Hokkaido.

2. 11,330 for adults, 5,660 for children.

3. Consecutive.

4. No, you need to pay the limited express fee separately.

Do not that this pass, like the Seishun 18 for instance, is valid only on local and rapid trains, with the Hokkaido Shinkansen being the only exception (in addition to the usual sections where limited express trains can be used without extra fees).

P.S.: You can also purchase additionally an option ticket (北海道&東日本パス北海道線特急オプション券) for 6,000 yen (3,000 for children), which allows you to use limited express traind in Hokkaido and the Hokkaido Shinkansen for free during one day.

4. No, you need to pay the limited express fee separately.

That should probably have been clearer. No, you do not have to pay the fare (the pass covers it), but you do need to pay the limited express fee, by purchasing a limited express ticket. Moreover, you must purchase a "special limited express ticket" (特定特急券), which is sort of like a non-reserved ticket; it does not work with a regular reserved seat ticket.

Or you can purchase the option ticket and use the Shinkansen for free for one day (in addition to limited express trains in Hokkaido). Again, you can only travel non-reserved with that.

So I will pay 6110 yen and my child=3050 yen per day for option ticket for Limited express train and Hokkaido shinkansen for free.

My Question: As JR East and JR Hokkaido both have Limited express train.so this option ticket valid both operators? Or,valid only in JR Hokkaido area between 10 December to 10 January, 2020.

Re: JR Hokkaido and Higashi Nihon pass 2019/12/14 16:17
As said before, the option ticket allows you to use the Hokkaido Shinkansen vand limited express trains in Hokkaido, no more.

Also, the option ticket must be purchased and used in addition to the pass; the option ticket alone is useless. Of course, if the pass is no longer valid, the option ticket becomes useless as well.

No, this option ticket is valid only for Shin-Aomori to Shin-Hakodate Hokuto (Shinkansen) and limited express trains in Hokkaido area. You can't take limited express trains (including Tohoku Shinkansen) in JR East ares.

Note that the said pass can not allow you to ride limited express trains in JR-East and JR-Hokkaido area: you can't ride by "top-up" the limited express fare. The only exceptions are the "option ticket" and the Shinkansen between Shin-Hakodate Hokuto and Shin-Aomori where you can ride by topping up the Shinkansen fare. This pass is basically for slow travelers using local slow trains.

Re: JR Hokkaido and Higashi Nihon pass 2019/12/16 04:00
The Seishun 18 also has its own option ticket for access to Hokkaido (青春18きっぷ北海道新幹線オプション券), but it's different from the one for the Hokkaido & Higashi-Nihon pass.

The option ticket for the Seishun 18 costs 2,490 yen, and it allows you to take the Hokkaido Shinkansen from Okutsugaru-Imabetsu to Kikonai and then the South Hokkaido Railway from Kikonai to Goryokaku station in Hakodate. Note that it is only valid for one trip, not for unlimited trips during one day. It also does not allow stopovers; you must go directly from Okutsugaru-Imabetsu to Goryokaku, with just the transfer in Kikonai.

So, if you are in Aomori and want to go to Hakodate:

With the Seishun 18 you must purchase the option ticket, 2,490 yen. Then you take a local JR train to Tsugaru-Futamata, you walk to Okutsugaru-Imabetsu to take the Shinkansen to Kikonai, and you transfer the SHR to Hakodate.

With the Hokkaido & Higashi-Nihon pass, if you just want to go to Hakodate you can purchase a limited express ticket for the Shinkansen from Shin-Aomori to Shin-Hakodate-Hokuto, which should cost about 4,000 yen. (Remember that you must purchase a "special limited express ticket", which will be cheaper than a reserved seat ticket because it does not include a seat reservation fee.) Or you can purchase the option ticket at 6,xxx yen for unlimited usage during one day.
