Hello. How to tell cashier I want plastic bag and I do not want plastic bag? What is hulled barley in Japan called? Thank you.

If you need plastic bag u should ask fukoro onagaishimus if you don't need u just say fukoro iranai des or fukoro ee des.

In Japan, barley(大麦 oomugi) is eaten, but it is not common as the food culture and customs.
In Japanese, the word "皮麦 kawamugi" exists, but store staff do not know it usual.
Even if you say "皮付きの大麦 kawa tsuki no oomugi", high possibility that there is no product.
I think it's easy to find refined products, look for imported food stores or online.

Maddy simply wasn't using romaji, that's all.

When you want a bag, say,
ふくろ、おねがいします。

When you don't need any bags, say,
ふくろ、いりません。
or
ふくろ、いいです。

Copy and past the above Japanese phrases on your favorite pronunciation app to learn how to say them.
