I have no experience with the IC card on this route, but their official website says you can use IC card.

Note that the site says you must "inform their staff at ticketing counter if you are traveling from Haneda Airport." I think you should not just get on the bus with your IC card: Instead you should inform the staff that you want to use your IC card.

No!!!
That note is only for another route with ※8, for Shinjuku line bus is NOT.

Ticket machine at Haneda Airport, ..... accepts contactless IC cards.
Please touch in when purchasing.

How to purchase at ticket vending machine with IC(Suica and more).

Touch "ENGLISH" button first anyway, 2nd video may better but paid in cash, though.
The reason he flipped card and touched it in 1st video was bc his name is written on card front.
There is a way to mosaic on payment scene later, but he probably didn't want to.
3rd video is for Thailand travelers mainly, but also useful as how to.

The note is general information as it is written first. What I wanted to say is you should not just go to the bus, but do something before getting on the bus. IC card in Japan is in general more convenient, you just touch the reader at the gate and you are fine. Even for the bus, many buses have IC card reader.

As for the ticket machine you described, yes, you are right. You don't need to contact with the staff if you know what you should do. But I think this bus company think it safer to recommend foreign travelers to contact with the staff.
