No, they are generally not heated. There are some exceptions, especially in hot spring resorts in the mountains where the hot water is used to heat some road sections during winter. Another thing you will see in some regions (mainly Hokuriku, I think) is warm water being sprayed onto roads from tiny sprinklers to keep the roads free of snow.
