Marriage on tourist visa

I am an Indian passport holder and my partner lives in Germany. We met here in Japan and he returned to Germany. I work here as a researcher, have a residence card until 2022, pay taxes, can get juminhyo, etc. Can my partner marry me in Japan on a tourist visa.

Yes. Check the requirements of the local city hall where you plan to register the marriage - different places have different requirements. The main ones are around the documentation required.
