If you prefer a slow pace, 3 nights and 2+ days doesn't sound like too much. You could spend day 1 in the town and day 2 in Okunikko. Or half a day in the town and 1.5 days in Okunikko.
If you like a quick pace of travel, then it is too much.

I could easily spend 2 full days in Nikko, so doesnft sound like too much. Depending on your interests and if it will be taking days from places you would enjoy more.

I think 2-3 days in the area is required to see it all (Nikko, Okunikko, Kinugawa area). Taking the buses can be tricky - you need to know the schedules or you could be waiting an hour. You could spend several hours or half a day even at Senjogahara Marshland alone. Be sure not to miss Kegon Falls though. https://youtu.be/17Tza6USdYMIt's really breathtakingly beautiful.
