Renouncation Steps Procedure

Why the Japanese Government ask me to renounce my citizenship before they say OK to my Japanese citizenship?
They said the process is still going on, and so ask me to renounce first.
But what if all the sudden they say NO, and that time I have already renounced my origin country? I would be a countryless person?
