Hello.

I think I don't need JR pass for Tokyo and Kyoto, inside the cities...Is it so?

Short answer: no, you donft need it.

JRP Pays off if within the 7,14,21 days of validity you do enough far travels. If then within those days of validity you stay in Kyoto or Tokyo you can obviously use it on local JR trains, eg Yamanote line in Tokyo (and also some others) our also some JR line in Kyoto. But you would be using in both cities also other transport. Eg bus, subway, private railways... so the JRP would only be a add on.
