With 600 types of cherry tree there is usually one or other in bloom year round. The "forecasts" refer to a single type of cherry (somei yoshino) ignoring all the others and the length of the season in many places and popular spots (which last weeks). Even the site I have linked discusses some of the "early" locations near Tokyo that put on good displays two months ahead of Tokyo. https://livejapan.com/en/article-a0001033/
