Kabayaki in Tokyo or Osaka

Hi all, does anyone know a cheap enough restaurant or izakaya in Tokyo or Osaka or anywhere else for that matter for kabbayaki? I know it will be a bit more expensive as I read that eels are becoming scarce in Japan. The only one I read about in Tokyo was in Ueno station in Tokyo but never got there last time. Maybe it,s seasonal ,I,m going in July provided this virus is no worse. Wizkiwi
