Tokyo to Nishi-Iya & Mt Tsurugi

Hi, I'm traveling to Japan in March and want to do some trekking in the Iya valley, particularly Mt Tsurugi and the forest areas in Nishi-Iya.
We are not able to use a car and will be using public transport, so does anyone have any recommendations on where abouts we should be looking to stay in the area?
Also, it's it better to go to Tokushima or Awa Ikeda station to get there?
