Delay in delivery Japanese post?

Do you know what is situation now with delay in delivery by Japanese post?
I sent a packet SAL from Europe to Japan four weeks ago and till now
the recipient did not receive it. /usually it takes 2 weeks maximum/.

Does the parcel come with tracking so you can see where the delay is?
I give SAL at least double the time of air mail...

Could be anything. May not even be Japan related. Every now and then they just take longer.
