How can I advertise on Yahoo as a foreigner?

I created a Yahoo Auctions account but can't upload an ad until I sign up for Yahoo Wallet. But I can't do this because I don't have a document that was issued in Japan. In this case, can I upload an ad only if I buy someone else's profile who has advertised there before? Or is there any other way for a foreign citizen to advertise there?

To use Yahoo Auctions to sell stuff you need to pay a monthly subscription (few hundred yens). This monthly subscription is withdrawn from a Japanese bank account by Yahoo. I am a user of Yahoo and they take that money from my UFJ bank account. It is possible to pause using Yahoo Auctions, they stop taking money after that, but to sell stuff you need to pay the monthly subscription. Do you live in Japan or abroad? It might be impossible to sell from abroad.
