Entering Japan through China layover?

So yesterday the Japanese government announced that anyone entering Japan from South Korea or China would have to spend 14 days in quarantine. Does anyone know if that also includes people whose flight has a layover at any of the airports in those countries?
My family is going to Japan on the 30th of March so we would be within the time frame proposed. Our flight is with Air China from Sweden with a layover at the Beijing Airport.
Thanks in advance!

(it takes over two hours waiting on the phone to talk to them..if you eventually get through!!!) ..thanks in advance.

Officially Hong Kong is part of China. Currently the following statement has been issued "We will ask them to stay in designated areas for two weeks and not to use public transport in the country". I do not know the meaning of designated areas. It seems that visa suspensions will effectively ban all Chinese nationals from entering Japan. Flights from China and South Korea will be able to land only in Narita Airport near Tokyo and Osaka’s Kansai Airport.
It does not matter for layover, you come from China. It does not say anything ONLY Chinese citizens.
It maybe be better to contact the embassy or the airplane company to get more information.

Not looking good: Under the new measures, most of which will start on March 9 and last until the end of the month, people arriving from China and South Korea will be quarantined for two weeks at designated sites.

So what about layover in Taiwan, Taipei? We have a flight from Amsterdam via Taipei to Tokio. Is Taiwan as China for Japan or independent? Should I go to quarantine?

The problem with attempting to answer your question is that the situation is very fluid; what we may think is alright today may not be tomorrow. It's best to call the airlines and perhaps the health departments of each airport. But as I said, it's too fluid to be sure.

Our case was slightly different, we were taking a cruise around Japan departing Yokohama middle of this month, and our flights were booked months in advance, and would have about 2 hours transit in Hongkong; we contacted HAL mid of February and confirmed we would be banned due to the transit, irrespective of our original flights. The cruise has now been cancelled by the HAL due to the worsening situation. With the new stricter regulations, looks like entering Japan in a same situation could be a nightmare?

So what about layover in Taiwan, Taipei?
Taiwan isn’t China. Flights from there are currently not banned.

@ Barrieaw Cathay Pacific would give you full refund if you cancel, and you still have time to fly with either ANA or JAL for trouble-free entry to Japan. Wish you trouble-free entry to Japan if you still fly with "Cathay Pacific?"

Regretably..I decided to cancel my scheduled flight from Australia to Japan via Hong Kong on Sunday morning.. I was to fly out on Sunday evening.. my family here in Australia were concerned for my health as I have some 'Asthma' at the moment, also friends in Japan were concerned about me travelling in crowded trains etc..too close to other people, and not being able to look after me if I did become ill ...I was flying Cathay Pacific..and received a full refund.."no penalties and no fees charged', so now waiting till this terrible situation settles down and then re-book..hopefully for November, Autumn season .. really sad that I had to cancel and miss Sakura"..safe travels to all who decide to travel and all of you in Japan.

I am waiting for ANA to extend the refund dates past 4/20 so I can cancel my trip. The 10% drop of the USD against the JPY has made it even easier for me to re-schedule for Sept/Oct if given the chance.

@ Barrieaw Lucky you cancelled. News just in: HONG KONG, March 10 (Reuters) - Hong Kong will quarantine all visitors from Italy and parts of France, Germany and Japan for two weeks from March 13 to prevent the spread of the coronavirus, the French consulate in the Chinese-ruled city said on Tuesday.

Sorry, correction. Not Taiwan but quarantine will be imposed for travellers from Hong Kong and Macau.
