US states license to Japanese license

I was under the impression everyone from the US with a US license must still take the Japanese driving test to get their Japanese license.

My friends from Washington state though were able to skip the driving test and translate their US license to a Japanese one.

I tried to Google what other states allow that, but I couldn't find anything!

Does anyone know where I can get this info?

Can confirm that at least the State of Maryland doesn't have to take the test. That's how I converted my license. I think they only allow states with mandatory driving school requirements to convert that way - it actually shocked me to learn that most states don't mandate it?!
